In all my work on online child safety issues, I always try to stress how important education and media literacy efforts are. Indeed, technical parental control tools and methods, while important, should be viewed as just one part of a more holistic approach to encouraging digital literacy and digital citizenship. Marsali Hancock of iKeepSafe,
Common Sense Media, the Family Online Safety Institute, and many others have worked to expand traditional education and media literacy strategies to place the notion of digital citizenship at the core of their lessons and recommendations.
What does it mean? Anne Collier defines digital citizenship as “Critical thinking and ethical choices about the content and impact on oneself, others, and one’s community of what one sees, says, and produces with media, devices, and technologies.” And Common Sense Media defines digital literacy and digital citizenship as follows:
Digital Literacy programs are an essential element of media education and involve basic learning tools and a curriculum in critical thinking and creativity.
Digital Citizenship means that kids appreciate their responsibility for their content as well as their actions when using the Internet, cell phones, and other digital media. All of us need to develop and practice safe, legal, and ethical behaviors in the digital media age. Digital Citizenship programs involve educational tools and a basic curriculum for kids, parents, and teachers.

In case you missed it, the world stopped moving today to witness the birth of another Google product: the much-ballyhooed “Twitter-Killer,” Buzz, which offers much of the functionality of Twitter in a more Facebook-like setting (plus location data) built directly into Gmail. CNET’s Larry Magid started the #GoogSoc (“Google Social”) hashtag for the event, kicking off a discussion about Twitter’s newest competitor on Twitter itself—and he was the first one up to the mic with a question for Google Founder Sergey Brin and his team after their presentation. Larry asked about privacy concerns raised by Buzz and Brin responded, as Larry puts it:
that there are privacy controls built-into both the web and mobile Buzz applications but, by default, much of your information is public. For example, if you don’t specify that a Buzz should only be seen by your friends, it’s made available to everyone and indexed by the Google search engine. Like Facebook, Buzz gives you the ability to create lists so you can have a separate Buzz group for your drinking buddies and another one for people at work. However,as with all privacy tools, the key is how you use them. My concern is that some people might forget to use the privacy tools and send the wrong information to the wrong people.
There are also controls on whether your geo-location is disclosed but, again,

t’s up to the user to be careful on how they use them. Imagine sending a post out to your significant other that you’re stuck at work only to accidentally reveal that you’re actually located in a romantic restaurant down the street from the office?
I’m glad that Larry is raising these concern as someone who has done yeoman’s work in educating Internet users, especially kids, about how to “Connect Safely” online (the name of his advocacy group). The fact that companies like Google know they’ll get questions like Larry’s is hugely important in keeping them on their toes to continually plan for “privacy by design.”
But I do worry that those with a political axe to grind will take these same questions and twist them into arguments for regulation based on the idea that if
some people forget to use a tool or just don’t get care as much about protecting their privacy as some self-appointed “privacy advocates” think they should, the government—led by Platonic philosopher kings who know what’s best for us all—should step in to protect us all from our own forgetfulness, carefulness or plain ol’ apathy. After all, consumers are basically mindless sheep and if the government doesn’t look after them, the digital wolves will devour them whole! Continue reading →
Connect Safely, which is great parenting and online child safety resource run by my friends Anne Collier and Larry Magid, has just released some excellent “Virtual World Safety Tips for Parents of Teens.” Tons of good advice in there worth checking out, especially the thing I always focus on in all my online safety work—talk to your kids!! Here’s Anne and Larry on that point:
Talk with your teens about the virtual worlds they use – ask them to show you around. See what their avatars look like and what screen names they’ve chosen to represent themselves. What do their profiles and the appearance of their avatars say about them? Try to hold back snap judgments (long-term guidance usually works better than control if the goal is learning rather than short-term compliance – see this). Are their virtual-world profiles linked to social-network ones, and how much do those linked-up profiles together reveal about them – too much? Are their in-world friends mostly friends they know in real life? If not, do they know that they can’t really know who people are online unless they know them offline?
It’s about getting a dialogue going with your kids. That is so absolutely essential and it would help head off about 90% of the problems that develop online today with kids. Kids need mentoring, whether its in meatspace or cyberspace. But make sure to read all the Connect Safely tips. They are excellent.
Incidentally, I talked about some of these issues when I did a virtual guest lecture in Second Life last October hosted by Metanomics. My friend Larry Magid, a technology columnist for CBS News.com and others, has a wonderful new column out about “The Decade in Technology.” You have to read it to appreciate just how far we have come in such a short time. Larry notes:
[T]he past 10 years were a momentous period for technology. Not only was there no iPhone a decade ago, there was hardly anything that could be considered a smartphone. The BlackBerry was introduced in 1999, when the well-heeled techno-savvy were carrying around flip phones. That year, 1999, was the height of the dot-com boom. But when you look back at it, the online world was nothing like it is today. There was no Facebook (founded in 2004) or Twitter (2007). Even MySpace wasn’t founded until 2003. The term Web 2.0 hadn’t been coined and most people who were online used the Web mostly to consume information. Those with the skills and resources to post to the Web were called “Webmasters.” Today, everyone with a Facebook account is a master of his or her own Web.
I tried to document the incredible technological changes in my own life over the past decade in this essay I penned on Super Bowl Sunday last February: “10 Years Ago Today… (Thinking About Technological Progress).”
Larry also notes that giants came and went as technology continued to evolve in unexpected ways:
Ten years ago AOL was the most popular Internet service provider and was so successful that it was able to purchase media giant Time Warner in January 2000 for $182 billion in stock. But the marriage didn’t make it through the decade. The two companies formally split up this month, with AOL, once again, being traded on the New York Stock Exchange as a separate company. AOL thrived in the ’90s because people were using the service to go online via phone. Today most American homes have broadband.
That’s something I wrote about at length in my recent paper on “A Brief History of Media Merger Hysteria.” Anyway, read Larry’s entire piece. It really drives home how lucky we are to be living in the midst of such at technological renaissance and information cornucopia.
My friends Anne Collier and Larry Magid, two of America’s leading experts on Internet safety matters, have just released a terrific new “Online Safety 3.0” manifesto. Anne is the editor of Net Family News, Larry pens the “Safe and Secure” blog for CNet News, and together they run ConnectSafely.org. Everything they do is must-reading for those of us who cover and care about the intersection of online child safety and free speech issues. [Disclosure: I am currently serving along with Anne and Larry on the new, government-appointed Online Safety Technology Working Group.]
In their new “Online Safety 3.0” essay, Anne and Larry argue that:
Both the Internet and the way young people use technology are constantly changing, but Internet safety messages change very slowly if at all. A few years ago, some of us in the Net safety community started talking about how to adjust our messaging for the much more interactive “Web 2.0.” And we did so, based on the latest research as it emerged. But even those messages are starting to get a bit stale.
Their “Version 3.0” for online safety refocuses the discussion on “the positive reasons for safe use of social technology.” They want to”enable[] youth enrichment and empowerment. Its main components — new media literacy and digital citizenship – are both protective and enabling.” They argue that “promoting critical thinking, mindful producing, and the ethics, responsibilities and rights of citizenship” is “empowering because it’s protective. This is protection that lasts a lifetime.” Amen to that.
What I like best about Anne and Larry’s approach is that is fundamentally optimistic. Whereas so many supposed child safety experts talk down to both parents and kids and seem to suggest that both are completely oblivious to the world around them, Anne and Larry have a very different worldview and approach. They are positive about the potential of both parents and kids to take on new challenges and make the best of the new technologies they have at their disposal, even if there are some bumps along the way. The other thing I love about Anne and Larry is that they have done more than any two journalists I know to debunk the “technopanic” hysteria that others in the media world have propagated over the past 15 years.
Anyway, make sure to read their “Online Safety 3.0” manifesto. Best thing I’ve seen on the subject in a long time.
My friend Larry Magid, the co-director of ConnectSafely.org (with Anne Collier) and founder of SafeKids.com, has a sharp new piece up at CBS News.com entitled, “Stop Cyberbullying with Education,” in which he rightly points out how “we need to be careful with legislation that would outlaw cyberbullying.” He points out that although cyberbullying is “not an epidemic and it’s not killing our children”:
Bullying has always been a problem among adolescents and, sadly, so has suicide. In the few known cases of suicide after cyberbullying, there are other contributing factors. That’s not to diminish the tragedy or suggest that the cyberbullying didn’t play a role but–as with all online youth risk, we need to look at what else was going on in the child’s life. Even when a suicide or other tragic event doesn’t occur, cyberbullying is often accompanied by a pattern of offline bullying and sometimes there are other issues including long-term depression, problems at home, and self-esteem issues.

Just wanted draw everyone’s attention to a couple of great podcasts about online safety issues that include comments from members of the Internet Safety Technical Task Force (ISTTF). As I mentioned a few weeks ago, the ISTTF project and final report represent a major milestone in the discussion about online safety in America, and I was honored to serve as a member of this task force.
This in-depth “Radio Berkman” podcast featuring ISTTF director John Palfrey and co-director Dena Sacco is a really excellent (but lengthy!) overview of the ISTTF’s word. The Internet Safety Technical Task Force (ISTTF), which was formed a year ago to study online safety concerns and technologies, today issued its final report to the U.S. Attorneys General who authorized its creation. It was a great honor for me to serve as a member of the ISTTF and I believe this Task Force and its report represent a major step forward in the discussion about online child safety in this country.
The ISTTF was very ably chaired by John Palfrey, co-director of Harvard University’s Berkman Center for Internet & Society, and I just want to express my profound thanks here to John and his team at Harvard for doing a great job herding cats and overseeing a very challenging process. I encourage everyone to examine the full ISTTF report and all the submissions, presentations, and academic literature that we collected. [It’s all here.] It was a comprehensive undertaking that left no stone unturned.
Importantly, the ISTTF convened (1) a Research Advisory Board (RAB),which brought together some of the best and brightest academic researchers in the field of child safety and child development and (2) a Technical Advisory Board (TAB), which included some of America’s leading technologists, who reviewed child safety technologies submitted to the ISTTF. I strongly recommend you closely examine the RAB literature review and TAB assessment of technologies because those reports provide very detailed assessments of the issues. They both represent amazing achievements in their respective arenas.
There are a couple of key takeaways from the ISTTF’s research and final 278-page report that I want to highlight here. Most importantly, like past blue-ribbon commissions that have studied this issue, the ISTTF has generally concluded
there is no silver-bullet technical solution to online child safety concerns. The better way forward is a “layered approach” to online child protection. Here’s how we put it on page 6 of the final report:
The Task Force remains optimistic about the development of technologies to enhance protections for minors online and to support institutions and individuals involved in protecting minors, but cautions against overreliance on technology in isolation or on a single technological approach. Technology can play a helpful role, but there is no one technological solution or specific combination of technological solutions to the problem of online safety for minors. Instead, a combination of technologies, in concert with parental oversight, education, social services, law enforcement, and sound policies by social network sites and service providers may assist in addressing specific problems that minors face online. All stakeholders must continue to work in a cooperative and collaborative manner, sharing information and ideas to achieve the common goal of making the Internet as safe as possible for minors.

My friend Larry Magid, one of America’s leading Internet safety experts, has an outstanding column over at the Yahoo Kids “Connected Parent” site entitled “Is the Internet as Dangerous as Drunk Driving?” In it, he discusses the surprising results of a recent survey of 1,000 moms of teenagers commissioned by McAfee and conducted by Harris Interactive which found that “about two-thirds of mothers of teens in the United States are just as, or more, concerned about their teenagers’ online safety, such as from threatening emails or solicitation by online sexual predators, as they are about drunk driving (62 per cent) and experimenting with drugs (65 per cent).”
Like Larry, I was a bit shocked that so many mothers would equate online safety with the dangers of drunk driving. After all, as Larry proves, the relative risks aren’t even close:
While moms have good reason to be concerned about how their teens use the Internet, online dangers pale compared to the risks of drunk driving. In 2007, 6,552 people were killed in auto accidents involving young drivers (16-20), according to the National Highway Transportation Safety Administration (NHTSA). In 2006, nearly a fifth (18%) of the 7,643 15- to 20-year-old drivers involved in fatal traffic crashes had a blood had a blood alcohol concentration of .08 or higher.
Perception of Internet danger has been heightened thanks to the TV show “To Catch a Predator” and inaccurate reports such as “one in five children have been sexually solicited by a predator.” That statistic is a misquote from a 2000 study by the Crimes Against Children Research Center. The data (which, based on a 2005 follow-up study was revised to one in seven) is based on a survey that asked teens if they had in the last year received an unwanted sexual solicitation.
But many (possibly most) of those solicitations were from other teens, not from adult predators. What’s more most recipients didn’t view them as serious or threatening, “almost all youth handled the solicitations easily and effectively” and “extremely few youth (two out of 1500 interviewed) were actually sexually victimized by someone they met online,” reported the authors of the study. Other studies have shown that “the stereotype of the Internet child molester who uses trickery and violence to assault children is largely inaccurate” (Wolak, Finkelhor & Mitchell, 2004). In a survey of law enforcement investigators of Internet sex crimes, it was reported that only 5% of offenders pretended to be teens when trying to meet potential victims online.
Those of us who work on Internet policy issues need to do a better job of helping the press and public put online safety risks in proper perspective. Misguided Internet legislation is often premised upon irrational or conjectural fears. Unfortunately, a lot of average moms have been swayed by misperceptions, many of which have been driven by the press or public interest groups that favor more regulation of the Net.
