In all my work on online child safety issues, I always try to stress how important education and media literacy efforts are. Indeed, technical parental control tools and methods, while important, should be viewed as just one part of a more holistic approach to encouraging digital literacy and digital citizenship.  In recent years, many scholars and child development experts such as Nancy Willard of the Center for Safe and Responsible Internet Use, Anne Collier and Larry Magid of ConnectSafely.org, Marsali Hancock of iKeepSafe, Common Sense Media, the Family Online Safety Institute, and many others have worked to expand traditional education and media literacy strategies to place the notion of digital citizenship at the core of their lessons and recommendations.

What does it mean? Anne Collier defines digital citizenship as “Critical thinking and ethical choices about the content and impact on oneself, others, and one’s community of what one sees, says, and produces with media, devices, and technologies.” And Common Sense Media defines digital literacy and digital citizenship as follows:

Digital Literacy programs are an essential element of media education and involve basic learning tools and a curriculum in critical thinking and creativity. Digital Citizenship means that kids appreciate their responsibility for their content as well as their actions when using the Internet, cell phones, and other digital media. All of us need to develop and practice safe, legal, and ethical behaviors in the digital media age. Digital Citizenship programs involve educational tools and a basic curriculum for kids, parents, and teachers.

Stephen Balkam, CEO of the Family Online Safety Institute, had an excellent essay in The Huffington Post yesterday on “21st Century Citizenship,” that did a fine job of explaining these concepts in practical terms:

While there is a recognition that there must be a base-line of safety—using filters for younger kids and monitoring and privacy settings for the older ones—the emphasis is now placed on education, media literacy and a new kind of civics. It’s time for kids of all ages to understand and value the rights of free speech and assembly (i.e., connecting through social networking and other means) as well as an expectation of privacy and safety. And with those rights, go an important range of responsibilities and duties. These include the need to respect others views, even if they disagree with them, to adhere to terms of service (however lengthy and obtuse) and the rules regarding fair use, flaming, accessing or uploading porn, and so on. Just as we teach our kids to help at the scene of an accident, or to report a crime and to get involved in their local community, so we need to encourage similar behavior online. To report abusive postings, to alert a grownup or the service provider of inappropriate content, to not pile on when a kid is being cyberbullied, to be part of the solution and not the problem. We need to use what we’ve learned about social norms to align kids and ourselves with the positive examples of responsible behavior, rather than be transfixed and drawn towards the portrayals of the worst of the web. It may be true that one in five kids have been involved in sexting, but that means the vast majority exercise good judgment and make wise choices online. The social norms field is ripe with possibilities and guidance in how to foster good digital citizenship.

That’s 100% correct. This approach must be at the center of child safety debates going forward. As Nancy Willard notes, digital citizens:

  1. Understand the risks: They know how to avoid getting into risk, detect if they are at risk, and respond effectively, including asking for help.
  2. Are responsible and ethical: They do not harm others, and they respect the privacy and property of others.
  3. Pay attention to the well-being of others: They make sure their friends and others are safe, and they report concerns to an appropriate adult or site.
  4. Promote online civility and respect.

Only by teaching our kids to be good cyber-citizens can we ensure they are prepared for life in an age of information abundance.  Talk to your kids, people!  Teach them well.

Google Buzz: Encouraging Privacy by Design v. In case you missed it, the world stopped moving today to witness the birth of another Google product: the much-ballyhooed “Twitter-Killer,” Buzz, which offers much of the functionality of Twitter in a more Facebook-like setting (plus location data) built directly into Gmail. CNET’s Larry Magid started the #GoogSoc (“Google Social”) hashtag for the event, kicking off a discussion about Twitter’s newest competitor on Twitter itself—and he was the first one up to the mic with a question for Google Founder Sergey Brin and his team after their presentation. Larry asked about privacy concerns raised by Buzz and Brin responded, as Larry puts it:

that there are privacy controls built-into both the web and mobile Buzz applications but, by default, much of your information is public. For example, if you don’t specify that a Buzz should only be seen by your friends, it’s made available to everyone and indexed by the Google search engine. Like Facebook, Buzz gives you the ability to create lists so you can have a separate Buzz group for your drinking buddies and another one for people at work. However,as with all privacy tools, the key is how you use them. My concern is that some people might forget to use the privacy tools and send the wrong information to the wrong people. There are also controls on whether your geo-location is disclosed but, again, i t’s up to the user to be careful on how they use them. Imagine sending a post out to your significant other that you’re stuck at work only to accidentally reveal that you’re actually located in a romantic restaurant down the street from the office?

I’m glad that Larry is raising these concern as someone who has done yeoman’s work in educating Internet users, especially kids, about how to “Connect Safely” online (the name of his advocacy group). The fact that companies like Google know they’ll get questions like Larry’s is hugely important in keeping them on their toes to continually plan for “privacy by design.”

But I do worry that those with a political axe to grind will take these same questions and twist them into arguments for regulation based on the idea that if some people forget to use a tool or just don’t get care as much about protecting their privacy as some self-appointed “privacy advocates” think they should, the government—led by Platonic philosopher kings who know what’s best for us all—should step in to protect us all from our own forgetfulness, carefulness or plain ol’ apathy. After all, consumers are basically mindless sheep and if the government doesn’t look after them, the digital wolves will devour them whole!

Concretely, one complaint raised in the Twittosphere about Buzz during today’s press conference was the fact that, while users can chose whether to make each post public or private, the default setting is public. (It’s worth noting that the setting is “sticky” to whatever the setting for your last post was and if you post something you didn’t mean to, you can delete it). I wouldn’t be surprised to see our friends at the Electronic Privacy Information Center (EPIC) fire off a complaint to the FTC demanding that Google be required to change this default setting to “private,” or at least make users go through some kind of special opt-in before the default setting can be changed to “public.”

If that doesn’t sound so crazy to you, just stop for a moment and ask yourself how many Twitter users you know locked down their profiles. I only know one: Jim Harper, whatsadamattawidyou? And then ask just how useful Twitter would be if even more people did that.

There’s also bound to be a lot of angst about the sharing of the Buzz user’s location—even though the user has to choose to share that information AND gets a special opt-in the first time he/she does so.

What Buzz offers that Twitter does not is granularity of control, so that each user can decide who gets to see each post (and also whether to share their location for each post). That’s exactly what Facebook began offering when it updated its privacy controls late last year, bu that didn’t stop EPIC from rushing to the FTC to insist that the company start over on its privacy controls—and that government bureaucrats start making user interface decisions.

Let’s hope we don’t head further down that road. I’d much prefer to stay on the road to user empowerment land. Sure, we’ll probably all make a few mistakes here and there, sharing things we didn’t mean. But is it really such a burden for us all to take some responsibility for looking twice before we hit “send?” This is particularly true if the harm you’re concerned about comes from lying to someone (to use Larry’s example above). Having privacy management tools like those offered by Google Buzz and Facebook will probably make us all a little more careful and perhaps even a tad bit more honest.

Connect Safely, which is great parenting and online child safety resource run by my friends Anne Collier and Larry Magid, has just released some excellent “Virtual World Safety Tips for Parents of Teens.”  Tons of good advice in there worth checking out, especially the thing I always focus on in all my online safety worktalk to your kids!! Here’s Anne and Larry on that point:

Talk with your teens about the virtual worlds they use – ask them to show you around. See what their avatars look like and what screen names they’ve chosen to represent themselves. What do their profiles and the appearance of their avatars say about them? Try to hold back snap judgments (long-term guidance usually works better than control if the goal is learning rather than short-term compliance – see this). Are their virtual-world profiles linked to social-network ones, and how much do those linked-up profiles together reveal about them – too much? Are their in-world friends mostly friends they know in real life? If not, do they know that they can’t really know who people are online unless they know them offline?

It’s about getting a dialogue going with your kids. That is so absolutely essential and it would help head off about 90% of the problems that develop online today with kids. Kids need mentoring, whether its in meatspace or cyberspace. But make sure to read all the Connect Safely tips. They are excellent.

My friend Larry Magid, a technology columnist for CBS News.com and others, has a wonderful new column out about “The Decade in Technology.”  You have to read it to appreciate just how far we have come in such a short time. Larry notes:

[T]he past 10 years were a momentous period for technology.  Not only was there no iPhone a decade ago, there was hardly anything that could be considered a smartphone. The BlackBerry was introduced in 1999, when the well-heeled techno-savvy were carrying around flip phones. That year, 1999, was the height of the dot-com boom. But when you look back at it, the online world was nothing like it is today. There was no Facebook (founded in 2004) or Twitter (2007). Even MySpace wasn’t founded until 2003. The term Web 2.0 hadn’t been coined and most people who were online used the Web mostly to consume information. Those with the skills and resources to post to the Web were called “Webmasters.” Today, everyone with a Facebook account is a master of his or her own Web.

I tried to document the incredible technological changes in my own life over the past decade in this essay I penned on Super Bowl Sunday last February: “10 Years Ago Today… (Thinking About Technological Progress).”

Larry also notes that giants came and went as technology continued to evolve in unexpected ways:

Ten years ago AOL was the most popular Internet service provider and was so successful that it was able to purchase media giant Time Warner in January 2000 for $182 billion in stock. But the marriage didn’t make it through the decade. The two companies formally split up this month, with AOL, once again, being traded on the New York Stock Exchange as a separate company. AOL thrived in the ’90s because people were using the service to go online via phone. Today most American homes have broadband.

That’s something I wrote about at length in my recent paper on “A Brief History of Media Merger Hysteria.”  Anyway, read Larry’s entire piece. It really drives home how lucky we are to be living in the midst of such at technological renaissance and information cornucopia.

Anne CollierMy friends Anne Collier and Larry Magid, two of America’s leading experts on Internet safety matters, have just released a terrific new “Online Safety 3.0” manifesto.  Anne is the editor of Net Family News, Larry pens the “Safe and Secure” blog for CNet News, and together they run ConnectSafely.org.  Everything they do is must-reading for those of us who cover and care about the intersection of online child safety and free speech issues. [Disclosure: I am currently serving along with Anne and Larry on the new, government-appointed Online Safety Technology Working Group.]

In their new “Online Safety 3.0” essay, Anne and Larry argue that:

Both the Internet and the way young people use technology are constantly changing, but Internet safety messages change very slowly if at all. A few years ago, some of us in the Net safety community started talking about how to adjust our messaging for the much more interactive “Web 2.0.” And we did so, based on the latest research as it emerged. But even those messages are starting to get a bit stale.

Larry MagidTheir “Version 3.0” for online safety refocuses the discussion on “the positive reasons for safe use of social technology.” They want to”enable[] youth enrichment and empowerment. Its main components — new media literacy and digital citizenship – are both protective and enabling.”  They argue that “promoting critical thinking, mindful producing, and the ethics, responsibilities and rights of citizenship” is “empowering because it’s protective. This is protection that lasts a lifetime.”  Amen to that.

What I like best about Anne and Larry’s approach is that is fundamentally optimistic.  Whereas so many supposed child safety experts talk down to both parents and kids and seem to suggest that both are completely oblivious to the world around them, Anne and Larry have a very different worldview and approach. They are positive about the potential of both parents and kids to take on new challenges and make the best of the new technologies they have at their disposal, even if there are some bumps along the way. The other thing I love about Anne and Larry is that they have done more than any two journalists I know to debunk the “technopanic” hysteria that others in the media world have propagated over the past 15 years.

Anyway, make sure to read their “Online Safety 3.0” manifesto.  Best thing I’ve seen on the subject in a long time.

Larry MagidMy friend Larry Magid, the co-director of ConnectSafely.org (with Anne Collier) and founder of SafeKids.com, has a sharp new piece up at CBS News.com entitled, “Stop Cyberbullying with Education,” in which he rightly points out how “we need to be careful with legislation that would outlaw cyberbullying.”  He points out that although cyberbullying is “not an epidemic and it’s not killing our children”:

Bullying has always been a problem among adolescents and, sadly, so has suicide. In the few known cases of suicide after cyberbullying, there are other contributing factors. That’s not to diminish the tragedy or suggest that the cyberbullying didn’t play a role but–as with all online youth risk, we need to look at what else was going on in the child’s life. Even when a suicide or other tragic event doesn’t occur, cyberbullying is often accompanied by a pattern of offline bullying and sometimes there are other issues including long-term depression, problems at home, and self-esteem issues.

He goes on to provide some solid advice:

identifying the reasons kids are acting as bullies can go a long way toward preventing it as can educational programs that stress ethics and cyber citizenship (“netiquette”). It also helps kids to know what to do if they are victims of bullying. At ConnectSafely.org (a site I help operate) we came up with a number of tips including: don’t respond, don’t retaliate; talk to a trusted adult; and save the evidence. We also advise young people to be civil toward others and not to be bullies themselves. Finally, “be a friend, not a bystander.” Don’t forward mean messages and let bullies know that their actions are not cool. If your child is a victim of cyberbullying, don’t start by taking away his or her Internet privileges. That’s one reason kids often don’t talk about Net-related problems with parents. Instead, try to get your child to calmly explain what has happened. If possible, talk with the parents of the other kids involved and, if necessary, involve school authorities. If the impact of the bullying spills over to school (as it usually does), the school has a right to intervene.

And Larry cautions against rushing into legislative solutions that would criminalize the problem and throw the book at kids instead of adopting a more sensible education and counseling approach to the problem.  This is very much in line with the approach Berin Szoka and I set forth in our recent PFF white paper, “Cyberbullying Legislation: Why Education is Preferable to Regulation.”  While some truly troubled teens who instigate truly awful cyber-bullying attacks might deserve some time in the juvenile justice system, that shouldn’t be our first option for all kids involved in incidents. Anyway, read Larry’s essay.

Just wanted draw everyone’s attention to a couple of great podcasts about online safety issues that include comments from members of the Internet Safety Technical Task Force (ISTTF). As I mentioned a few weeks ago, the ISTTF project and final report represent a major milestone in the discussion about online safety in America, and I was honored to serve as a member of this task force.

This in-depth “Radio Berkman” podcast featuring ISTTF director John Palfrey and co-director Dena Sacco is a really excellent (but lengthy!) overview of the ISTTF’s word. ISTTF coverThe Internet Safety Technical Task Force (ISTTF), which was formed a year ago to study online safety concerns and technologies, today issued its final report to the U.S. Attorneys General who authorized its creation. It was a great honor for me to serve as a member of the ISTTF and I believe this Task Force and its report represent a major step forward in the discussion about online child safety in this country.

The ISTTF was very ably chaired by John Palfrey, co-director of Harvard University’s Berkman Center for Internet & Society, and I just want to express my profound thanks here to John and his team at Harvard for doing a great job herding cats and overseeing a very challenging process. I encourage everyone to examine the full ISTTF report and all the submissions, presentations, and academic literature that we collected. [It’s all here.] It was a comprehensive undertaking that left no stone unturned.

Importantly, the ISTTF convened (1) a Research Advisory Board (RAB),which brought together some of the best and brightest academic researchers in the field of child safety and child development and (2) a Technical Advisory Board (TAB), which included some of America’s leading technologists, who reviewed child safety technologies submitted to the ISTTF. I strongly recommend you closely examine the RAB literature review and TAB assessment of technologies because those reports provide very detailed assessments of the issues. They both represent amazing achievements in their respective arenas.

There are a couple of key takeaways from the ISTTF’s research and final 278-page report that I want to highlight here. Most importantly, like past blue-ribbon commissions that have studied this issue, the ISTTF has generally concluded there is no silver-bullet technical solution to online child safety concerns. The better way forward is a “layered approach” to online child protection. Here’s how we put it on page 6 of the final report:

The Task Force remains optimistic about the development of technologies to enhance protections for minors online and to support institutions and individuals involved in protecting minors, but cautions against overreliance on technology in isolation or on a single technological approach. Technology can play a helpful role, but there is no one technological solution or specific combination of technological solutions to the problem of online safety for minors. Instead, a combination of technologies, in concert with parental oversight, education, social services, law enforcement, and sound policies by social network sites and service providers may assist in addressing specific problems that minors face online. All stakeholders must continue to work in a cooperative and collaborative manner, sharing information and ideas to achieve the common goal of making the Internet as safe as possible for minors.

In sum, education and empowerment are the real keys to keeping kids safer online. We all need to work harder to mentor our children and help them develop the skills and good old fashion common sense to make smart decisions online. Technical tools can supplement — but can never supplant — education, parental guidance, and better mentoring.

Still, this was a task force that primarily came about after state attorneys general (AGs) had been incessantly pressuring social networking sites like MySpace and Facebook to adopt age verification technologies as a solution to online child safety concerns. Specifically, fears about online predators — driven largely by the moral panic whipped up by shows like NBC’s “To Catch a Predator” — prompted calls for mandatory age verification for social networking sites.

So, what did the final ISTTF report have to say about mandatory age verification. Answer: Probably not as much as the AGs were hoping for, and what we did say they may not like to hear.

First, the ISTTF’s Research Advisory Board conclusively proved the primary online safety issue today is peer-on-peer cyber-harassment, not adult predation. Mandatory age verification would do nothing to stop cyberbullying. Indeed, the lack of adult supervision may even exacerbate the problem.

Second, after reviewing various age verification solutions, the ISTTF’s Technical Advisory Board concluded:

Age verification and identity authentication technologies are appealing in concept but challenged in terms of effectiveness. Any system that relies on remote verification of information has potential for inaccuracies. For example, on the user side, it is never certain that the person attempting to verify an identity is using their own actual identity or someone else’s. Any system that relies on public records has a better likelihood of accurately verifying an adult than a minor due to extant records. Any system that focuses on third-party in-person verification would require significant political backing and social acceptance. Additionally, any central repository of this type of personal information would raise significant privacy concerns and security issues.

As a result, our final report concluded that:

The Task Force does not believe that the Attorneys General should endorse any one technology or set of technologies to protect minors online. Instead, the Attorneys General should continue to work collaboratively with all stakeholders in pursuing a multifaceted approach to enhance safety for minors online.

Then, on pages 28-31, we go into more detail about age verification, finding that:

[Age verification] approaches are less effective in the child safety context — in other words, at creating safe environments for minors — than in the context of completing financial transactions or regulating purchases, especially to the extent that identity authentication and age verification focus solely upon adults. The reasons for this include the fact that in the commercial and financial contexts, an adult typically wants to verify his or her identity correctly in order to purchase a product or get access to records. Moreover, when adults purchase regulated items (such as alcohol or tobacco) online, in some cases a second form of age verification occurs when the item is delivered.
The identity authentication and age verification solutions that authenticate or verify only adults could be and are already sometimes used to reduce minors’ access to adult-only sites. Because they do not authenticate or verify minors, however, they cannot be used to create environments for minors that require authentication or verification prior to access. To the extent that an adult nonetheless uses his or her own verifiable information when accessing an environment intended only for minors, these technologies could enhance the ability of Internet service providers and social network sites to exclude that adult. Of course, it seems unlikely that an adult with nefarious purposes would proceed in this manner. Thus, while these types of identity authentication and age verification technologies may be helpful for other purposes, they do not appear to offer substantial help in protecting minors from sexual solicitation.

And there’s far more detail following this passage from the final report, so please read that section for additional discussion.

Again, some AGs may not like to hear all this but these were near-consensus findings of the Task Force. And, if anything, the Task Force probably did not far enough to show why mandatory age verification will not work and how age verification will actually make kids less safe online. In my final statement to the Task Force, this is what I spent my time focusing on. I outlined the dangers of age verification as well as 10 questions about age verification that the AGs must answer if they persist in this pursuit of a technological Holy Grail. I have embedded my entire expanded final statement down below as a Scribd document, but here are the key reasons I believe mandatory age verification represents a dangerous solution to online child safety concerns:

  • It Won’t Work: Mandatory age verification will not work as billed. It will fail miserably and create more problems than it will solve.
  • It Will Create a False Sense of Security: Because it will fail, mandatory age verification will create a false sense of security for parents and kids alike. It will lead them to believe they are entering “safe spaces” simply because someone has said users are “verified.”
  • It Is Not a Background Check: Moreover, even if age verification did work as billed, it is important to realize it is not synonymous with a complete background check. In other words, even if the verification process gets the age part of the process right, that tells us little else about the person being verified.
  • It Is a Grave Threat to Privacy: Mandatory age verification is dangerous because it would require that even more personal information (about kids, no less) be put online at a time when identity theft and privacy violations continue to be a major concern.
  • It Will Seriously Misallocate Resources: Devising and enforcing age verification regulations might also divert valuable time and resources that could be better used to focus on education and awareness-building efforts, especially K-12 online safety and media literacy education. Moreover, it might divert law enforcement energy and resources away from policing serious crimes or more legitimate threats to children.
  • Again, although the Task Force didn’t go quite as far as I would have liked in terms of making clear the dangers associated with mandatory age verification, I think our final report reflects the general skepticism among Task Force members about taking that path or relying too heavily on any single, silver-bullet technical approach to online child safety concerns. Again, this is real progress; a sensible step forward in the discussion about keeping our kids safe online.

    I hope policymakers will take a close look at our conclusions and recommendations and take them seriously. We need to stop wasting so much time searching for silver bullets and start getting more serious about how to better mentor our kids so that they can be good — and safe — digital citizens. Education, not regulation, is the key.

    My friend Larry Magid, one of America’s leading Internet safety experts, has an outstanding column over at the Yahoo Kids “Connected Parent” site entitled “Is the Internet as Dangerous as Drunk Driving?” In it, he discusses the surprising results of a recent survey of 1,000 moms of teenagers commissioned by McAfee and conducted by Harris Interactive which found that “about two-thirds of mothers of teens in the United States are just as, or more, concerned about their teenagers’ online safety, such as from threatening emails or solicitation by online sexual predators, as they are about drunk driving (62 per cent) and experimenting with drugs (65 per cent).”

    Like Larry, I was a bit shocked that so many mothers would equate online safety with the dangers of drunk driving. After all, as Larry proves, the relative risks aren’t even close:

    While moms have good reason to be concerned about how their teens use the Internet, online dangers pale compared to the risks of drunk driving. In 2007, 6,552 people were killed in auto accidents involving young drivers (16-20), according to the National Highway Transportation Safety Administration (NHTSA). In 2006, nearly a fifth (18%) of the 7,643 15- to 20-year-old drivers involved in fatal traffic crashes had a blood had a blood alcohol concentration of .08 or higher. Perception of Internet danger has been heightened thanks to the TV show “To Catch a Predator” and inaccurate reports such as “one in five children have been sexually solicited by a predator.” That statistic is a misquote from a 2000 study by the Crimes Against Children Research Center. The data (which, based on a 2005 follow-up study was revised to one in seven) is based on a survey that asked teens if they had in the last year received an unwanted sexual solicitation. But many (possibly most) of those solicitations were from other teens, not from adult predators. What’s more most recipients didn’t view them as serious or threatening, “almost all youth handled the solicitations easily and effectively” and “extremely few youth (two out of 1500 interviewed) were actually sexually victimized by someone they met online,” reported the authors of the study. Other studies have shown that “the stereotype of the Internet child molester who uses trickery and violence to assault children is largely inaccurate” (Wolak, Finkelhor & Mitchell, 2004). In a survey of law enforcement investigators of Internet sex crimes, it was reported that only 5% of offenders pretended to be teens when trying to meet potential victims online.

    Those of us who work on Internet policy issues need to do a better job of helping the press and public put online safety risks in proper perspective. Misguided Internet legislation is often premised upon irrational or conjectural fears. Unfortunately, a lot of average moms have been swayed by misperceptions, many of which have been driven by the press or public interest groups that favor more regulation of the Net.
