You certainly have to include the currently €137/year TV licence fee in the France total. US direct public television funding is much smaller per capita by comparison; the US prefers to have taxes collected by the telcos and TV providers rather than impose them directly on end users in local taxes (it’s collected in the French equivalent of property tax) or out of general funds, as is typically done in Europe. Your $100-$150 figure is only even close to accurate for the US when including taxes (including however you wish to describe the USF), as there are regular discounts for less.

Most Americans do have access to multiple triple play providers, but even so it’s far from clear that that would reduce rights fees paid to the content providers, which make up an enormous difference in the price for TV. That gets into the difficulty of figuring out how to price what are obviously different services; the TV channels included in a triple play package in the US is obviously different than those in France. Most of the common triple play prices in the US include, for example, a wide range of expensive sports channels that are equivalent to ordering Canal+ Sports, BeIn sports and other pay TV services in France.

Bein sports is a good €13-15/month by itself on top of those quoted triple play prices.

In the USA is costs between $100 and $150.

I do not know if the Telecom Act of 1996 caused this, but it is striking the amount the USAers are paying for the same service. The French regulator forced the unbundling of the local loop and allowed equal access to 4 competitors. In the USA, the FCC went the other way, so there is no competition to speak of now.
