		<description>&lt;p&gt;&lt;i&gt;It should be obvious that the lack of any “enforcement technology” simply means that there will be less funding for this “free” stuff enjoyed by consumers.&lt;/i&gt;&lt;br&gt;&lt;br&gt;This isn&#039;t obvious at all. &quot;Enforcement technology&quot; has two effects that work at cross purposes: it increases the amount of revenue per impression, and it reduces the total number of impressions. Which of these effects dominates depends on the details of the market and the enforcement technologies being employed. But I don&#039;t think you can make a blanket statement that removing enforcement technology will reduce revenues.&lt;/p&gt;
