If users are paying for every GB they download and upload (separate charges, perhaps) then the ISP just sends them a bigger and bigger bill for whatever they&#039;re doing. It&#039;ll have the cash to build out new infrastructure and no incentive to penalize any services.&lt;/p&gt;
