The FCC probably has the authority - provided its follows the APA - to change Computer III and thus allow full Title 2 regulation of the Internet.  The unFree press is just going about a belt-and- suspender approach to pubic interest lobbying.&lt;br&gt;&lt;br&gt;Sadly, this is the flavor in Washington these days.  Broadband for everyone fits in line with the desire of Change to work into our governing assumptions FDR&#039;s Second Bill of Rights - &quot;positive&quot; grants of rights which collide with others, but which place policymakers in the catbird seat.&lt;/p&gt;
