A technological device is just a means to an end.  If you measure newspaper circulation or household penetration by VCR&#039;s, those are not really important measures.  (unless of course you sell newspapers or make VCRs) What is important to most is access to unbiased news stories or the ability to watch a movie of your choice.&lt;br&gt;&lt;br&gt;This is particularly apparent in the inclusion of the automobile.  What matters to most people is the ability to get where they want to go.  If that can be done without cars, that would be real progress--much better and more meaningful than even 100% penetration of the automobile.&lt;/p&gt;
