The Center for Digital Democracy and US Public Interest Research Groups, in a series of filings at the FTC, have made it clear why regulation is required. These and related materials are on our the CDD website at www.democraticmedia.org. We have also provided similar documentation to the European Commission.

No doubt. Seen the Internet in China...er, I mean the U.K. lately? It's not beyond any country to begin over regulating, filtering, and recording your activity.
http://news.bbc.co.uk/2/hi/uk_news/politics/802...

"That's why we have encouraged the FTC and the EC to conduct a serious inquiry into the state of online marketing."

Wait... Who is "we"?

So are you going to explain the techniques used for profiling, tracking, and targeting, and the reasons the FTC should try to regulate it? Or do we just assume that it must be regulated and that the brains in the FTC know the proper way to do it?

Also, I guess it isn't necessary to address the issue that the author brings up about advertisements making free content possible, even though that is probably one of the best things about the internet? No?

Apparently, a simple "regulation is required" is all that is required. When the Feds get done with the internet and it looks like public schools or the health system, I'm sure the message will change, probably to "more regulation is required".

Users have no idea about the range of online marketing techniques and applications used to collect their data--including for profiling, tracking and targeting purposes. It's a very complex system that is at odds with the naive way you describe it. That's why we have encouraged the FTC and the EC to conduct a serious inquiry into the state of online marketing. Regulation is required.
