In the case of the elderly, many retirement communities have cable service included in the unit maintenance fees and so residents really don&#039;t know what they have. But instead of saying something like &quot;If you have CNN [or some other common cable-only channel], this doesn&#039;t appy to you&quot;, the FCC materials talk about multicasting and freeing up spectrum.&lt;/p&gt;
