I do know of an alternative bill, HR 1351, with 85 House co-sponsors and 60 backers in the Senate. This bill is a better alternative from HR 1117 and the not so great companion bill S.717. Both bills are currently considered different ways to "legitimize" the plan for a Real by repealing it in name only. Investigate bill 1351 for yourself as a great state example of passing legislation that shuts out power grabbing feds.
