		<description>&lt;p&gt;There is an interesting background to this gag that tends not to be noticed: it was a specific attack on the San Francisco Board of Supervisors, especially Tom Ammiano, who this time last year were trying to suggest that a city-owned fiber optic network in sewer lines would be preferable to a private wireless network.  It was a pretty hilarious and audacious thing for a company to do, to just mock a regulator it had business in front of.&lt;/p&gt;
