		<description>&lt;p&gt;Yes, Cord it is impossible for anything the government does to be right, we know about that position which you hold already.&lt;br&gt;&lt;br&gt;But the Korean scheme is very smart, in that it encourages people to use mass transit.&lt;br&gt;&lt;br&gt;I  have always thought that the public library--free and open for all,and yes supported taxes--was an excellent model to build upon to roll out free public wifi, in certain areas.&lt;br&gt;&lt;br&gt;Of course such a wifi scheme would use standards, and not be hooked to any particular proprietary method of distribution.&lt;/p&gt;
