“information systems used, operated, or supported on behalf of the agency by a contractor”
I believe Mr. Clay Jonson of OMB hit this one right on the head and I like the new bill.&lt;/p&gt;

You have to use the contractor, but the IRS wants to cover it&#039;s ass in case the contractor messes up somehow.
