Without the USF many would never have access to a telephone. The same goes for broadband access which will soon be more important for things like distance education and telemedicine.

It's a fee, i.e., a payment for services rendered. You give them money, and in return they don't seize your property and don't put you in jail.

Muggers could make use of this idea. They're not robbing you, they're just charging a fee for not beating you up.
