&lt;p&gt;&lt;br&gt;In any case, having designed laboratory and pharmacuetical production spaces in both Europe and in America, I will say that, at least as of 2000, the regulations in Europe, as enforced (at least in Spain and Poland) were not as stringent as in the USA.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;&lt;br&gt;Let me also add the the current regulatory framework in USA totally sucks.  My clients are expected to list all the chemicals they have in a given facility. One of them quite correctly noted: &quot;Well, if we knew exactly what we were doing, we wouldn&#039;t be researchers, would we?&quot;&lt;br&gt;&lt;/p&gt;

&lt;p&gt;&lt;br&gt;Also, in the aftermath of Bhopal, I would hope that there would be some kind of universal strict liability rules put in force. for certain activities in population centers.&lt;/p&gt;
