If the Baby Bells really wanted to start charging customers extra for using certain services, they would probably have to ban all encrypted protocols to make sure no one was sneaking unauthorized traffic over an encrypted tunnel. You can imagine how popular that move would be with customers who needed to access their corporate VPNs.&lt;/p&gt;

Let&#039;s say that due to concerns over the recent surveillance scandal, or for what ever other reason, encryption takes off such that all sessions between all hosts and all users&#039; machines are unreadable by telcos. How are the telcos going to distinguish the content type? It seems the only way they could do it would be by traffic analysis and that seems be a very blunt instrument for what they&#039;re trying to achieve.&lt;/p&gt;
