		<description>&lt;p&gt;As a long time watcher of the Buffy series who has read interviews with the writers and producers, I&#039;m not as sure as you are that it was, but the scene might have been in some sense intended to {shock, titillate, pander}.&lt;br&gt;&lt;br&gt;However, primarily it was intended as character development.  I think the FCC decision just left out the word &quot;primarily&quot;.  I agree with you that it&#039;s silly to have the FCC making this sort of judgment, but I think in this case they were right on their own terms, at least.&lt;/p&gt;
